MUNICIPAL SUPPORT FOR PUBLIC ART

Eric Vaughn Holowacz, Executive Director of the Arts Council of Beaufort County, submitted a letter to the Mayor requesting financial assistance and in-kind support of the City for a formal Public Art Program which he outlined for Council. He said as a result of Cows on Vacation, the Arts Council has forged a partnership with the City of Chicago. The Arts Council encouraged the City's support of permanent works of art to be installed at various public locales to become an integrated aspect of the community. The cash and in-kind services being requested from the City staff for the projects total $27,000, he said. The Mayor suggested addressing this at budget time in July. Mr. Holowacz said he would like the City to consider financial support and involvement in the development of public art. When the Mayor suggested finding another funding source, Councilman Glover mentioned the Arts Council applying to the Accommodation Tax Advisory Commission for funds. According to the Finance Director, the law is specific on how the money is divided and TDAC has to make recommendations to Council for the distribution of 65% of the money under state law. TDAC meets in May and presents their recommendations to Council in June, he said. Mr. Keyserling recommended the Arts Council prepare a study on the economic impact the cows had on the City as part of their presentation to TDAC. The Mayor reminded Council of a study presented a few months ago. Mr Holowacz said the study was a grant from the National Endowment for the Arts and The Shedd was the grant recipient who had a consultant working with them and he would contact them. Council concurred they support the goals of the Arts Council and specifically the development of public art.
